The Baguio Episcopal Area is one of the three (3) episcopal areas of the Philippines Central Conference of the United Methodist Church. At present, it has eight (8) annual conferences namely: Northern Philippines Annual Conference (NPAC), Northwest Philippines Annual Conference (NWPAC), Northeast Philippines Annual Conference (NEPAC), North Central Philippines Annual Conference (NCPAC), Central Luzon Philippines Annual Conference (CLPAC), Pangasinan Philippines Annual Conference (PPAC), Northeast Luzon Philippines Annual Conference (NELPAC) and Tarlac Philippines Annual Conference (TARPAC). The area of responsibility extends from Tarlac province in the south to the Basco, Batanes in the north and includes mission works in the country of Nepal (see maps of the area and the conferences in Maps of BEA Album in Events/Photos).

 | PH needs law regulating local colleges, universities' ABS-CBN - Wednesday, March 2, PH needs law regulating local colleges, universities' MANILA, Philippines - The Senate's education committee will push for a law regulating local colleges and universities (LCU) all over the country, following a revelation that only a few of the courses offered in these schools have permits from the government. During Tuesday's committee hearing on bills seeking to strengthen educational institutions, Atty. Lily Milla of the Commission on Higher Education (CHED) said that out of 450 degree programs offered by some 93 LCUs, only around 42 have permits to operate. "There must be some regulatory framework under which we can bring these academic programs under some accreditation," education committee chairman Sen. Edgardo Angara told CHED officials during the hearing. Angara pointed our that under the Local Government Code, local governments are only allowed to create community colleges offering vocational and technical courses. Higher educational institutions offering degree programs must be subject to government accreditation and regulation, the senator added. Angara said that without a law regulating them, "We will add to the number of diploma mills. We already have enough mills. Many of the poor send their kids to those schools and they're being shortchanged right now." However, Angara clarified that he only wants to subject LCUs to certain standards and not suppress them, saying they may assist in promoting accessible education. Sen. Ferdinand Marcos Jr., chair of the local government committee, also believes that while some LCUs exist for "commercial benefit," others may be sincere. "We also have to recognize that some are an honest response to a perceived need, perceived lack of facilities, of teachers, of good schools that can take all of those who are willing to take another 4 years to get a degree," he said during the hearing. "Let us not do something do discourage those sincere efforts to widen the coverage or tertiary education." Milla told the senators the CHED has a joint memorandum with the Professional Regulatory Commission prohibiting graduates of non-accredited schools from taking board exams. Incentives and subsidies will also be given to LCUs that meet standards and get accredited, she said. "We are not also giving them any accreditation assistance unless they come under the fold of CHED," Milla added. Angara asked CHED officials to submit to the committee a comprehensive report on LCUs.
If the above article will be implemented, our THEOLOGICAL SEMINARIES and BIBLE COLLEGES will secure necessary PERMIT TO OPERATE or all courses should be CHED and DepED Accredited. I for one is amenable to the upcoming legislation of Quality Education in the Philippines which includes also Course for Pastoring and Academe Ministries.
I do hope our Theological Seminaries and Bible Colleges and will secure its accreditations as a manifestation of our obedience to the Law of the Land and to God. Being accredited to the government will elevate our credentials and credibility as Ministers of UMC and our earned degree in our institutions will have its Special Order as mandated by our Law instituted by CHED and DepED.

A majority of the bishops of the Philippines Central Conference has asked the Judicial Council to rule on the legality of actions taken by the Philippines Central Conference Committee on Investigation regarding a judicial complaint filed by Counsel for the Church against incumbent Bishop Lito C. Tangonan. A Committee on Investigation was convened pursuant to ¶ 2706 to consider charges and specifications. The bishops’ petition alleges that the Committee on Investigation voted to certify six specifications for judicial trial but refused to refer a charge based on the specifications. The Committee on Investigation did not record a vote as to two other charges that were before the Committee. Under ¶ 2610 of the 2008 Discipline, the Judicial Council has jurisdiction to make a ruling in the nature of a declaratory decision as to the constitutionality, meaning, application, or effect of the Discipline or any portion thereof. The Judicial Council has jurisdiction to hear a petition for a declaratory decision from a majority of the bishops assigned to any central conference on matters relating to or affecting the central conferences or the work therein. The petition presented seeks a ruling as to the legality of the work of the Committee on Investigation, rather than a ruling as to the constitutionality, meaning, application or effect of the Discipline. Counsel for the Church has also filed a petition for a declaratory decision seeking Judicial Council review of the actions of the Committee on Investigation. Counsel for the Church is not authorized under ¶ 2610 to petition the Judicial Council for a declaratory decision. We have no jurisdiction to consider his petition. The Committee on Investigation has yet to complete its work, as the petition states that no vote has been taken on the second and third charges. The Judicial Council has no jurisdiction to conduct an interim review of the proceedings before the Committee on Investigation. The Judicial Council’s jurisdiction in this context is limited to appellate review of completed trial proceedings.

December 5, 2010 nang magpalabas ng resolusyon ang College of Bishops kung saan ay kanilang ipinahihiwatig na sa bisa ng pakikipagpulong sa Central Conferences College of Bishops kasama ang mga pinuno ng Council of Bishops ay sinususpende si bishop Lito C. Tangonan sa loob ng 60 araw (see UNANG YUGTO: LEGAL O HUWAD).
December 20, 2010 Wesley Divinity School, Cabanatuan City isang pagpupulong sa taguring “Task Force Tangonan” ang isinagawa. Si Rev. Dr. Eugenio Mendillo ay nagpakilala bilang Counsel ni Bishop Lito C. Tangonan. Doon ay aking nakita ang mga kapatid, mga manggagawa at District Superintendent mula sa MPAC at maging sa iba pang conference. Sa pulong na ito ay solidong ipinakita ng MPAC ang kanilang pakikisimpatiya sa kalalagayan ni BLT. Ang mga manggagawa at DS sa dalawang faction ngayon ng MPAC ay naroroon. Ipinahayag na ang WDS ang Command Post ng Task Force Tangonan. Dinig ng aking mga tainga ang hamon sa lahat “Bakla lang ang uurong sa labang ito”.
Sa paglakad ng mga araw maraming usapan na ang nagpalipat-lipat sa bibig ng mga tao. Hanggang sa kalagitnaan ng January 2010 ay kumalat ang katagang “Iniwan na tayo ni Mendillo”.
February 11, 2010 isang faxed letter ang nakaabot sa piling lugar ng MPAC. Ang nasabing sulat ay may lagda ni Bishop Daniel Arichea Jr.
Mula sa sulat na ito malinaw ang mga sumusunod:
1. February 22-25, 2010 ang date ng Regular Session ng MPAC. 2. Ang appointment ng mga Interim District Superintendents. 3. Ang atas sa mga Interim DS “To fix the venue of the Conference…” 4. Appointment (Interim DS) is effective until conference time.

Ayon sa liham hindi nakuha ang suporta ng incumbent DS at dahil dito kinailangan ang isang pagpapasya at ang pagpapasyang ito ay ang mag-apoint ng Interim DS.

Consultation – The district committee and the district superintendent shall engage in an annual consultation and appraisal of the work of the district superintendent in the district and shall serve in an advisory relationship with the bishop of the area.
¶ 417. Selection and Assignment – Inasmuch as the district superintendency is an extension of the general superintendency, the bishop shall appoint elders to serve as district superintendents. Prior to each appointment, the bishop shall consult with the cabinet and committee on district superintendency of the district to which the new superintendent will be assigned (¶ 431)…

Consultation and Appointment–Making – Consultation is the process whereby the bishop and/or district superintendent confer with the pastor and committee on pastor-parish relations, taking into consideration the criteria of ¶ 432, a performance evaluation, needs of the appointment under consideration, and mission of the Church. Consultation is not merely notification. Consultation is not committee selection or call of a pastor. The role of the committee on pastor-parish relations is advisory. Consultation is both a continuing process and a more intense involvement during the period of change in appointment. 1. The process of consultation shall be mandatory in every annual conference…
Ang mga probisyong nabanggit sa Aklat ng Disiplina ay prosesong dapat na sundin lalong lalo na ng isang Obispo sapagkat nasa kanyang poder ang paglalagay O pag-aalis ng isang DS. Gayon din naman, mahalaga ang pagsasaalang-alang sa mga halal na lupon at pinuno ng distrito, ng iglesia at ang kapatirang nasasakupan, sapagkat sila ang unang apektado ng anomang pagbabago. Noong ika-26 ng Agosto 2010 ako’y pinalad na maitanong kay Bp Arichea ang mga sumusunod.
Rev. Bote: Si Bishop Toquero (presiding bishop ng MPAC sa huling 8 taon) po ba ay kinausap nyo bago kayo nag-apoint ng interim district superintendent?
Bp Arichea: Hindi.
Rev. Bote: Ang mga committee on superitendency po ng mga districts meron po ba kayong pakikipagtalastasan sa kanila na mag-aapoint po kayo?
Bp Arichea: Hindi rin.
Rev. Bote: Ang mga lay leader po ng mga district, mayroon po ba kayong pakikipagtalastasan sa kanila bago kayo nag-appoint ng interim?
Bp Arichea: Wala rin.
Ang kawalan ng tuwirang pakikipag-usap sa isa O mga halal na Committees, Boards, Councils at officers ng Distrito ay nagsilbing mitsa ng kaguluhan at kalituhan. 1. May mga appointed na interim DS na di galing sa distritong pinaglagyan sa kanya. Si Pastor Caliz ay mula sa Central District appointed sa South. Si Pastor Pascua ay mula sa North District appointed sa Aurora. Idagdag pa rito ang kanilang pagiging kilala sa kabuoan ng MPAC. 2. Kawalang pitagan at pagwawalang halaga sa mga halal na pinuno ng Distrito, mangagawa o layko, ang walang pasintabi at dagliang pagdating ng mga Interim DS nang walang proseso ng consultation. 3. Dalawang liderato ang mayroon sa bawat distrito, sino and dapat sundin kung tahasang nakikita ng lahat na ang kanilang mga lehitimong karapatan ay winalang halaga. 4. Ang sitwasyon ng kawalang pitagan sa mga halal na pinuno ay lalo pang pinaigting sa pag-ikot ng isang liham na nagsasaad na mayroon na ring Interim Chair ang Committee on Committees ng Annual Conference.
Sa isang kapatirang tulad ng Metodista kung saan ang mga Committees, Boards, Councils at Organizations ay maingat na kinokonsulta sa bawat pagpapasya ang mga nabanggit na aksyon ay isang malaking dagok at banta sa kaisahan ng kapatiran. Karapatan ba talaga ng isang Obispo at matataas ng pinuno ng Iglesia Metodista ang magpasya ng walang proseso at konsultasyon O kaya ay mag-alis sa alinmang panahon ng mga halal na pinuno?

Ang ulat bang ito ay isang palabas? Hindi ba ito ay isang opisyal na action sa panig ng CoCo at marapat lamang igalang ang nilalaman at maging ang mga pagpapasyang isinagawa ng nag-ulat. Ang aksyon ng Cabinete patungkol sa mga schedcules at venue ng conferences na nalathala sa MEALAB ay pinatotohanan ni Ms. Nitz Nicolas na bunga ng isang pagpupulong.
Hindi pa ba sapat ang mga ito para maghatid ng liwanag sa lahat O mayroong namamayaning uri na may ibang direksyon na gustong tunguhin?

Sa Carmen session, si Rev. Mario Badua, elected President pro-tempore, ang nagpreside. Magkakasama lahat ng interim at magkakasama lahat ng incumbent. Sa WUP session ang character lamang ng lahat ng naroong pastor ang ipinasa; sa Carmen session pasado ang character maging ng mga hindi dumalo.
May 24, 2010 Sa harapan ng mga MPAC deaconesses na naglakbay mula sa Nueva Ecija tungong Cavite, inamin ni Bishop Arichea na ang mga pastor na kanyang inilagay bilang mga interim District Superintendent ay hindi familiar o di niya ganong kilala. Sa araw ding ito ipinaalam ng mga deaconesses ang ginawa at naganap na harassment sa mga layko, pastor at DS ng Carmen session sa Central Nueva Ecija District Parsonage (May 6, 2010). “Magsialis kayo sa mga ari-arian ng Metodista! Hindi na kayo mga Metodista!!!”
Tanong: 1. Bakit may dibisyon sa Middle Philippines Annual conference? Kailan nagsimula ang Dibisyon? Malinaw na ba? 2. Saan O Sino nga ba ang nagpasimula ng lahat ng ito? Kangino kumuha ng advise si Bishop Arichea sa pag-aappoint ng Interim District Superintendent? Mas karapat-dapat kaya ang kanyang salita kaysa sa prosesong atas ng Aklat ng Disiplina? 3. May mga probisyon sa Disiplinang Metodista ang hindi nasunod O… sadyang hindi sinunod? 4. May pagkakamali. May pagkukulang. Saan magiging makatarungan para sa lahat na pasimulan ang pagtutuwid? a) sa panahon kung saan nagsimula ang pakakamali? b) sa panahong laganap na ang epekto ng pagkakamali?

A call to repentance Enough is enough. Sobra na, tama na!
Dear Theopilus and Phoebe,
I held my peace for almost a year on this issue until umabot na ang problema ng simbahan natin sa karahasan at physical na agawan ng mga resources ng Churches and mga educational institutions ng ating Iglesia.
I can understand your grief in what is happening in our Church. Just learn how to bracket the Kindom of God which we are all waiting for from the earthly squabbles ng ating mga church leaders sa mga real estates ng simbahan natin in the guise of a crusade against immorality in our Church. Do not grieve brothers and sisters. Magsuri ng mabuti. Organize, organize, organize.Search for the truth. The truth shall make us all free.
The present crisis in our Church is more than the issue of immorality.It so happened that the fall guy in our Church crisis is the only church leader with guts to run after the ecumenical temple unfaithful stewards responsible for the financial raid in Wesleyan University treasury, the lack of proper financial reporting in Wesley Divinity School and the plunders of Philippine Christian University.
Another problem is some Church leaders do not know how to retire properly, at least two of them. That is the nature of the power of the Episcopacy. Once they have tasted it, the money, travels and the power they can wield on the livelihood of the poor pastors and deaconeses, they refused to let go of the powers of the Episcopacy at the expense of our younger Church episcopal leaders.
And worst, our younger incumbent church leaders are completely overwhelmed by the UMC Pope of Manila who is a Bishop for life making him like the Roman Catholic Pope who is omnipresent, omnipotent, infallible and whose influence reaches deep and wide despite the fact that he has been retired for several years now. His presence casts a sinister dark shadow on the entire life of our Church. This UMC Pope of Manila , aided by the resurrected retired Bishop have found a new creative way of being in power again, thru the elimination of one of the incumbent Bishops who is the only one questioning their financial "haosiaws." (Chinese slang for shady financial dealings) in our Church.
This is worsen by the emergence of a unique contribution of the Philippine central methodist church to world Methodism , that is conjugal episcopacy, similar to the conjugal dictatorship during the dark martial years of Marcos. Conjugal episcopacy is one of the mysteries in our Church in the Philippines where a person is appointed Bishop but allows his wife to share and exercise the powers of the episcopacy leading to demoralization and confusion on who is really the real Bishop, the husband or the wife. Amen.
But with this crisis, our lay faithfuls will cease to be mere money supporters in our Church of Pastor Donation Butaw but active church leaders who would demand accountability and transparency from their Bishops, Pastors and other Church workers in the use of our Church money and resources. Enough is enough.The lay faithful will run our Church.
Kung me processo ang UMC in investigating the accused thru the committee of investigation (COI) which has now dropped the case twice, bakit hindi pa tapos and kaso and they kept on refilling the same charges three times on the same allegations which was already dismissed by the Committee on investigation (COI). Is this not double jeopardy? This is a gross violation of the principle of due process. Is this not unholy Coup against an elected bishop and a violation of the rights of our Church members in electing their own Bishop? Is this not a conspiracy by the council of Bishops so that one of them can be called to active duty and help in the cover up of the financial plunders in Wesleyan University, help cover up the lack of financial reporting in Wesleyan Divinty school and the plunder of PCU by the unfaithful ecumenical stewards of the Philippine Christian University?
It is now clear that some people who are behind the squandering of millions of our educational instutions's money wanted to get rid of the accused to cover up their tracts in the Weslayen University treasury raid, Wesley Divinity School lack of financial accountability and the series of Philippine Christian University financial plunders. Hundred of millions ang involved dito. Sa government parlance, plunder ito ng finances ng ating Iglesia. Unholy Ecumenmical plunders ito ng ating Iglesia which must stop now.
Sa katotohanan , we the lay members are the church kasi hindi naman pinapasweldo ng atng mga Obispo natin at mga pastors at deconeses. Ang lahatng ang mga properties ng lahat ng ating Iglesia, lahat yang galing sa donation natin mga laygo. So nararapat lang na pumalag tayo pag obvious na sinisibak ng mga ecumenical temple plunderers ang ating pinaghirapan.
How the sad that the very church abuses that gave birth to our Protestant Christian Faith in the great reformation movement led by Martin Luther, founder of our protestant faith; are now rearing its ugly head among the ranks of our enterprising Church leaders who are expert in the manipulation of the book of fidcipline and parliamentary rules in the Philippine central conference year after year. How sad that some Bishops and lay church leaders could not separate Church holy mission from their own business interest but was able to weld the two into one all in the name of God. Bull shit! This must stop now. No more business usual in our Churches by these unfaithful temple stewards!
It is not I Rey Lopez who said that the accused is innocent. The central conference committee on investigation (COI)ruled that there is not enough grounds to file a case against the accused for his alledged high testestoron count. The committee on investigation (COI) dropped the case twice but our Church leaders and a few lay leaders continue to hunger for his blood by shouting crucify him, crucify him, crucify him led by the Bishop of Bishops of the northern Kindom, a former Centurion in the Roman legion.
Theopilus and Phoebe, enough is enough. Tama na, sobra na! It is time to move on. We must learn from the experiences of this crisis and demand accountability and transparency from all our Church leaders who have some thing to do with the financial raids in our educational institutions now.
Let us clean our Church household now and put additional safeguards so that our church resources will be protected from these enterprising ecumenical Temple unfaithful stewards now trying to worm their way again in the Board of trustees of Wesleyan University whose treasury they already raided. It is also time to demand from our enterprising Church leaders to return to our Church what does not belong to them! Let us chase the money changers and shop keepers out of our Church!
Repent, repent, repent, you temple ecumenical unfaithful stewards of the Kindom of Pala-Pala; the Kindom of God is at hand!
